公式のインストール手順 ZeroTier Oneは、「Intel 32/64ビット（およびDebian/RaspbianのARM）」で利用可能です。少し調べてみると、armfのUbuntu XenialでDebian Jessieのリポジトリを使用できる可能性があるようです。
