18.x Bluetooth問題へのアップグレード：hci0：最後のイベントはcmd completeではありません（0x0f）

Ubuntu 18.04にアップグレードしてから（およびその後18.10に）、Bluetooth接続に問題があります。たとえば、私のBluetoothスピーカーでの音楽は非常に遅れます。 dmesgを調査すると、これらのエラーの多くが発生しています。
