Ubuntu 19.10でネットワークサーバーに時刻を同期できない

3週間前に19.10にアップグレードしてから、システムをタイムサーバーと同期させることができません。

この問題は、ntp.serviceおよびsystemd-timesyncd.service。これは既知のバグです。

なぜこれが起こるのですか？これは、19.10にアップグレードされたシステムで発生します。 ntp.serviceはアップグレード中に引き継がれ、19.10のsystemd-timesyncd.serverはその存在下では開始しません。
