SDKでは、内部ストレージのルートに書き込むことはできません。これがエラーの原因です。

テキストファイルをアセットディレクトリに配置します。アセットディレクトリがない場合は、プロジェクトのルートにアセットを作成します。その後、Context.getAssets().open("BlockForTest.txt");を使用して、このファイルへのストリームを開くことができます。
