Npmでも同じ問題が発生し、次のパッケージを順番にインストールする必要がありました。

Sudo apt install libssl1.0-dev
Sudo apt install nodejs-dev
Sudo apt install node-gyp
Sudo apt install npm

競合の解決に役立つaptitudeをインストールすることをお勧めします

Sudo apt install aptitude

その後、aptitudeでパッケージをインストールします

Sudo aptitude install npm
