httpResponseMessageの代わりにIActionResultを使用しました。そして、FileStreamResultを返し、それを機能させました。

新しい問題が発生しました。ファイルは、サーバーからのストリームで開いたファイルではありません。しかし、そのための新しい質問が作成されます。
