the_author関数はWordPressの標準ループで使用できますが、foreachではありません。グローバルな作者情報を設定するにはthe_post関数を使うべきです。しかし、foreachでは、get_the_author_metaの代わりにthe_authorを使って作成者ID $post->post_authorを渡すことができます。
