C＃でpingを使用する

Question

WindowsでリモートシステムにPingを実行すると、応答がないと表示されますが、c＃でPingを実行すると成功と表示されます。 Windowsは正しい、デバイスは接続されていません。 Windowsがそうではないのに、なぜコードが正常にpingできるのですか？
