実際のOracleドライバがアプリケーションのbinフォルダにあることを確認してください。

Visual Studioでは、たとえば、プロジェクトにOracle.DataAcess.dllへの参照を追加する必要があります。

DLL=>右クリック=>プロパティグリッドでローカルコピー= Trueを選択します。

これで問題が解決するはずです。
