System.Threading.Tasks.Extensionsを読み込めません

.netフレームワーク4.5.1上に構築されたWebプロジェクトがあります。プロジェクトにPostgreSQLサポートを追加しようとしています。 Nugetを使用して、プロジェクトに4.0.4 npgsqlをインストールしました。リファレンスの下で、プロジェクトに次のものが追加されているのがわかります。

  1. Npgsql-4.0.4.0-ランタイムバージョンv4.0.30319
  2. System.Threading.Tasks.Extensions-4.2.0.0-ランタイムバージョンv4.0.30319

プロジェクトを実行して接続し、データベースからデータを取得しようとすると、FileNotFoundExceptionを示す次のエラーが発生します。

Nugetを使用してインストールされたSystem.Threading.Tasks.Extensionsがプロジェクトに読み込まれません。 System.Threading.Tasks.Extensions参照のプロパティを確認したところ、その場所にdllファイルが存在しています。また、System.Threading.Tasks.Extensions.dllファイルをgacutilを使用してアセンブリにインストールしようとしました。まだ同じエラーが発生します。
