$ Sudo /usr/sbin/vsftpd /etc/vsftpd/vsftpd.conf
500 OOPS: cannot open config file:/etc/vsftpd/vsftpd.conf

これがvsftpd.confで、他のLinuxマシン（centos）でもうまく機能しますが、これはどうでしょうか？.
