Chromeで「新しいシークレットウィンドウ」が無効になっているのはなぜですか？

ブラウザを再起動せずにCookieを白紙の状態でテストできるように、シークレットウィンドウを使用しようとしています。残念ながら、シークレットウィンドウは何らかの理由で無効になっています。それがなぜなのか誰か知っていますか？ Windows 7でChrome 18.0.1025.168 mを使用しています。

0 = Incognito mode available. 
1 = Incognito mode disabled. 
2 = Incognito mode forced.

@ukanthの方法は適切であり、時間を節約するために、以下のテキストをコピーしてテキストファイルに保存し、名前をsome_name.regに変更できます。

Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Google\Chrome]
"IncognitoModeAvailability"=dword:00000000

後でこのファイルをダブルクリックして、シークレットモードを有効にすることができます。
