ローカルのxamppにJoomla1.5CMSをインストールして構成します。
インストール後、

「厳密な標準」は技術的にはエラーではありません。インストールしたJoomlaバージョンがPHP標準に厳密に準拠していないことを意味します。最初に、エラーを制限することです。標準違反をエラーとして報告しないようにphp.iniで報告してから、（稼働の準備ができたら）Joomlaエラー報告をオフにします。
Php.iniで、error_reporting = E_ALL |を変更します。 E_STRICTからerror_reporting = E_ALL＆〜E_NOTICE
Xamppを再起動して変更を適用します。
Joomlaのconfiguration.phpファイルで、$ error_reporting値を6135に変更します。

PHP php.iniからのエラーと警告の表示を無効にする必要があります。それについてホスティングプロバイダーに連絡するか、自分で行うことができます（そのファイルにアクセスできる場合）。
Php.iniファイルにアクセスできない場合は、htaccessファイルを編集してみてください。 （このファイルはJoomla！インストールのルートにあります。名前がhtaccess.txtの場合は、名前を.htaccessに変更することを忘れないでください。
