vagrantはlibvirtでボックスを作成できません

ガイドには複数のステップがあり、長いことに注意してください。これは「簡単な」修正ではありませんが、CAcert/key HostCert/keyとClientCert/keyをすべて配置し、適切な権限と所有権を設定すると、すべてが期待どおりに機能します。
