問題は、TFTPサービスを提供するようにdnsmasqを構成したことです（enable-tftpのdnsmasq.confオプションを介して）。 TFTPのサービスポートはUDP/69であるため、dnsmasqはそれにバインドする必要がありますが、xinetdはすでにバインドしているため、2つの異なるプロセスが同じサービスポートにバインドすることはできません。 。

dnsmasqでTFTPサービスを提供する場合は、xinetd構成（/etc/xinetd.confなど）を編集して、TFTPサービスをオフにする必要があります。または、xinetdにTFTPサービスを提供したい場合は、enable-tftpからdnsmasq.confを削除する必要があります。
