@AlexyTenが指摘したように、根本的な原因は、OpenSSL 1.0.2gをインストールしていても、NGINXはOpenSSLでビルドする必要があり、ALPNをサポートしない1.0.1fでビルドしたことです。

また、keycdnのhttp2テストを再度実行し、合格しました。
Debian/Ubuntu、RHEL/CentOS、その他のディストリビューションにOpenSSLを使用してNginxを自動的にダウンロード、コンパイル、インストールするbashスクリプトを作成しました。結果のバイナリは、OpenSSLの最新バージョンが付属していることを除いて、公式リポジトリを通じてNginxを配布するものとまったく同じです。
スクリプトはOpenSSLインストールを変更せず、Nginxバイナリのみを変更します。非公式のソースによってビルドおよび配布されたパッケージに依存したくない場合は、このオプションが適しています。
Nginx ppaをインストールすると、ALPNがサポートされます。
