Tnsnames.oraファイルが存在するディレクトリを指す環境変数TNS_ADMINを作成します。次に、sqlplusで接続してみます。

Sqlplusは、パスワードにアットマーク（@）がある場合にこのエラーを表示します。 Sqlplusは、接続文字列をパラメーターとして入力していると見なします。パスワードを変更します（SQL Developerでこれを行うことができます）。

モラル：Oracleパスワードにアットマークを使用しないでください。

tnslsnrは起動していますが、データベースは停止しています。

データベースが実行中であることを確認してください
