お使いのシステムには、ソフトウェアをコンパイルするための適切な開発パッケージがありません。これらの開発パッケージを最初にインストールする必要があります。

Debianシステムの追加手順：
私はMichael Hamptonの答えに従いました。実際、仮想パッケージlibcurl-devがありませんでした。 aptパッケージ管理システムを介してインストールした後、pecl install pecl_httpは魅力のように機能しました。
ただし、debianでの設定はpeclによって自動的には行われません。構成ファイルを手動で作成する必要がありました
