これはrequestsパッケージの問題である可能性があります。

cacert.pemファイルを/lib/site-packages/certifiから/lib/site-packages/requestsに手動でコピーして解決しました

この問題を.exeで修正する場合は、cacert.pemファイルを/lib/site-packages/certifiからdist/library.Zip/certifi/に変更します。

py2exeは、py2exeの下にlibrary.Zipを作成し、dist/の下にすべてのスクリプト依存関係を含むexeを作成したと考えています。他のexeコンバーターがlibrary.Zipを作成するかどうかはわかりません。
