「IOError：無効なPythonインストール：/usr/lib/python2.7/config/Makefileを開けません」python-minimalの構成

Ubuntuを17.04から17.10に更新してから18.04に更新したところ、Pythonが壊れているようです。 apt-get upgradeを実行すると、次のエラーが返されます。

理由はわかりませんが、python2.7はバージョン2.7.3の/usr/local/bin/python2.7を指していますが、pythonはバージョン2.7.15の/usr/bin/python2.7を指しています。

/usr/local/bin/python2.7の名前を変更しただけで、apt-get upgradeが期待どおりに動作するようになりました。
