Jupyter Notebook：WebSocket接続が失敗したためサーバーに接続できません
Windows 10にJupyter over pip（Pythonバージョンは3.7.2）をインストールしたばかりで、jupyter notebookを呼び出してjupyterサーバーを起動し、Webブラウザーでカーネルpython3を使用して新しいノートブックを作成しましたが、カーネルへの接続はありません達成しました。
コマンドラインに明らかなエラーはありません：

Chrome、Firefox、Microsoft Edgeをすべて試しましたが、成功しませんでした。 PyCharmも試してみました。
次に、ブラウザーのjsコンソールを確認したところ、問題はWebSocket接続の失敗であるようです。

ここの理由は何でしょうか？
次のコマンドを使用してjupyterノートブック構成ファイルをリセットし、jupyter_notebook_config.pyのデフォルト構成をリセットします
jupyter notebook --generate-config
竜巻をダウングレードしないでください。代わりに、jupyterを強制的に再インストールします。
pip3 install --force-reinstall upgrade jupyter
