Ubuntuサーバーにh5pyをインストールする

Ubuntuサーバーにh5pyをインストールしていました。ただし、h5py.hが見つからないというエラーが返されるようです。 pipまたはsetup.pyファイルを使用してインストールすると、同じエラーメッセージが表示されます。ここで何が欠けていますか？
