  1. Libcurl開発者バージョンのインストール：

    Sudo yum install libcurl libcurl-devel

  2. このすべての後、Railsサーバーで起動に問題が発生しました。このコマンドはそれを再び機能させました：bin/Rails db:migrate Rails_ENV=development

その後、環境とRailsすべてが再び正常に機能しているようです。
