Debian/apt-getパッケージからrubygemsをインストールしたようです。

Ubuntu 9.04以降を使用している場合、これは機能する可能性があります。

Sudo gem install rubygems-update
Sudo update_rubygems

それ以外の場合は、パッケージを削除し、ソースからrubygemsをインストールします。これは、とにかくrubygemsをインストールするための推奨される方法です。
