CTEによる最上位のユニオンエラー

私にとっておそらく最も高度なクエリであるCTEクエリを記述しようとしています。 (3週間SQLを使用して作業中)。このクエリを実行しようとすると、次のエラーが発生します。

メッセージ252、レベル16、状態1、行4再帰的共通テーブル式「Sixer」には、トップレベルのUNION ALL演算子が含まれていません。
