PuppetLabs vcsrepoを使用してパブリックgitリポジトリのクローンを作成できますが、ホストのSSHキーを使用してプライベートリポジトリのクローンも作成できるようにしたいと考えています。

Puppetパーツについてはサポートできませんが、次のように設定することでSSHエージェントを転送できます。
