同じ問題がありました。

@ types/nodeのバージョンは、2019年12月23日月曜日16:40:55 GMTにリリースされた13.1.0でした。

私の場合、以前のバージョン12.12.22を使用すると機能します

npm install --save-dev @types/[email protected]
